Youthpass and the 8 Key Competencies

What is the Youthpass?

The Youthpass is an official European Commission certificate that documents and validates the learning and competency development that takes place during Erasmus+ youth programmes. It is issued for youth exchanges (KA152), youth worker mobility (KA153) and European Solidarity Corps volunteering.

The Youthpass is NOT an academic qualification — it is a recognition tool that makes non-formal learning visible and legible to employers, universities and institutions across Europe.

The 8 Key Competencies for Lifelong Learning

The EU Council's 2018 Recommendation defines 8 Key Competencies as the combination of knowledge, skills and attitudes that every person needs for personal fulfilment, active citizenship, social inclusion and employment. The Youthpass documents growth across all eight:

1. Literacy

The ability to communicate in multiple contexts, critically engage with written and spoken language, and use language as a tool for active participation.

2. Multilingual

The ability to use multiple languages appropriately and effectively for communication. Erasmus+ exchanges develop this directly through daily intercultural interaction.

3. Mathematical and Scientific

Critical thinking, data analysis and the application of scientific reasoning to real-world problems. Often developed through project-based learning.

4. Digital

Confident, critical and responsible use of digital technologies. Includes media literacy, data protection awareness and collaborative digital tools.

5. Personal, Social and Learning to Learn

Self-awareness, resilience, collaborative skills, emotional regulation and the ability to manage one's own learning journey — perhaps the most developed in youth exchanges.

6. Civic

Understanding democratic values, human rights, active participation in community life and respect for diversity. Core to Erasmus+ methodology.

7. Entrepreneurship

Creativity, initiative, problem-solving, leadership and the ability to turn ideas into action — developed through the Action phase of non-formal learning.

8. Cultural Awareness and Expression

Understanding and appreciation of cultural diversity, creative expression and the value of arts and culture in society and personal development.

Reflect during the programme

Keep a learning journal during your exchange. Note what you're discovering, feeling and questioning each day.

Self-assess your competencies

Using the Youthpass online platform, assess your starting and ending level in each of the 8 competencies.

Write your learning description

In your own words, describe your learning journey. This narrative is the heart of your Youthpass.

4

Facilitator validates and signs

Your CLAVE facilitator reviews and countersigns the document. The official certificate is then issued by the European Commission.
